1. Support for the Guard and Reserve – American Legion Leasure – Blackston Post 239
Chaplain, Joe Hart and the Ohio National Guard Adjutant General, Major Gen. Gregory L. Wayt will be present. This statement articulates the City’s support of those serving with the Guard and Reserves and is consisted with City policy.
Recommendation: Approval of Resolution of Support.
The Thomas Worthington High School music program has received a number of recognitions recently, with performing groups being named “Superior” in state competitions this year. Music directors and students will be in attendance on Monday evening to receive a Resolution of Congratulations in their honor.

PUBLIC HEARINGS ON LEGISLATION:
This Ordinance would appropriate funds from the Accrued Acreage Benefit Fund in the amount of $65,000.00 to provide for Sewer System Capacity Charges due to the City of Columbus. This appropriation would provide for the increased activity we have experienced with sewer connections. The funds represent a pass through of what is collected with permits.
Recommendation: Approve as presented.
NEW LEGISLATION TO BE INTRODUCED:
(Legislation Introduced this Date Begins With: Ordinance No. 21-2008 and Resolution No. 16- 2008)
This Ordinance would appropriate funds from the General Fund Unappropriated Balance in the Amount of $665.00 to provide for the development of a memorial in the memory of Pat Pabst. Attached is a memorandum from the Parks and Recreation Director explaining this memorial.
Recommendation: Introduce the Ordinance for public hearing on
May 19.
The proposed Ordinance change creates the Olentangy River Road Corridor Overlay District. This was the result of extensive public meetings. The attached memorandum from the Development Coordinator provides a summary of the proposal.
Recommendation: The Municipal Planning Commission recommends Approval as presented.
The Proposed Ordinance change provides for the use of Planned Unit Developments (PUDs) throughout the City. The attached memorandum from the Development Coordinator summarizes this proposal.

As a result of a recent retirement the City of Worthington needs to amend the appointments to the Council of Government.
Recommendation: Introduce the Ordinance for public hearing on May 19.
The Waterworks wishes to construct a non-standard driveway from Schrock Road to serve the parcel at 550 Schrock Road at a width of seventy-five feet measured at the curb line. Attached is information from the City Engineer discussing this request.
Recommendation: Approve the request for the variance.

10. Motion
To approve the use of appropriated funds for the Firefighters Memorial Park to be utilized for public information and fund raising.
Recommendation: Approval.
Attached is a memorandum and administrative schedule from the City Engineer discussing the project. With Council’s authorization to proceed with bid advertisements on Monday evening, staff would plan to proceed with an anticipated project completion in October 2008.
Recommendation: Authorize staff to proceed with bids.
Information Items:
a. Rush Run Stream Restoration
Rush Run is a 1.5 mile long tributary of the Olentangy which drains approximately 2 square miles in Franklin County. It has been channelized and riparian (streamside) vegetation altered as it flows to the Olentangy River. The riparian habitat is poor being dominated by exotic plants such as honeysuckle and garlic mustard in residential areas and turf grasses in industrial areas. The water quality is also fair to poor.
In the spring of 2007, the Friends of the Lower Olentangy Watershed and Worthington Department of Parks and Recreation began to restore native vegetation to 400 ft. of streamside habitat along Rush Run in Park Blvd. Park in Worthington. Volunteers contributed over 450 hours to the project. The banks were cleared of honeysuckle. Ninety four native trees and shrubs,
50 ferns and over 900 perennial wildflower plugs were planted. A seed mix of native floodplain species was distributed. The area was watered and mulched over the summer.

The City of Worthington was saddened by the death of Worthington Industries founder John H. McConnell. To recognize his generous contributions and the impact he has made on this community, the City flags have been flying at half-staff and the City has expressed our condolences to the McConnell family with a proclamation (attached). Dr. Goorey and Mayor Minton signed the proclamation and it was delivered to Worthington Industries on Tuesday.
A public memorial service for Mr. McConnell will take place on Wednesday, May 7th at 7:00 P.M. at Nationwide Arena. Doors open at 6:00 P.M. No tickets are necessary. It has been requested by the family that contributions in his memory be made to the Peggy R. McConnell Arts Center, P.O. Box 986, Worthington, OH 43085.
c. 2008 Annual Budget
On Monday evening, the 2008 Annual Budget along with 2007 Comprehensive Financial Report will be placed at Council stations on the Dias.
